In developing countries,
governments are beginning to allocate
budgets for rural development, particularly
rural ICT development, to support e-Government
projects. Bringing the benefits that urban

e-Learning and telemedicine to rural residents
aids economic development and progress
as well as improving the lives of rural
populations.
The
UN e-Government Survey 2008: From e-Government
to Connected Governance, a biannual study
commissioned by the United Nations states
that only a few governments have made
the necessary investment to move from
e-government applications per se to a
more integrated connected government.
India has fallen from a rank of 87 in
2005 to 113 in 2008 on e-Government readiness.
According to the UN e-Government Survey
2008, India has slipped 26 places in the
last three years while Maldives (ranked
95), Sri Lanka (101) and Iran (108) have
improved their ranks.
Sweden has surpassed the United States
as the leader in the overall e-Readiness
index, with Denmark, Norway coming in
second and third respectively. The United
States slipped to fourth place, while
Pakistan and Bangladesh have both improved
and climbed to 131(from 136) and 142 (from
162) respectively.
Citizens of every town and country rely
on services provided by their government.
These services include everything from
health care, education, law and order,
welfare, and taxes. Governments need to
consider not only the policy, but also
how to deliver this across tens of thousands
of services, and how to get different
technologies from different vendors to
bind together to meet these policy objectives.
Designing and maintaining such a system
is a complex task especially if there
are several remote villages that require
these facilities. Wireless links can be

reliable, scalable, and secure.
